The Digital Economy and Society Index (DESI) tracks digital progress in the EU from 2014 onward. As of 2023, it is integrated into the State of the Digital Decade report. DESI 2022 reveals advancement in EU digitalization, despite ongoing challenges. The EU invested EUR 127 billion in digital reforms, with several member states exceeding the digital investment threshold. Additionally, the Women in Digital (WiD) Scoreboard measures women’s inclusion in digital jobs across member states.
The Digital Economy and Society Index (DESI) provides a comprehensive summary of Europe’s digital performance, continually updated since 2014. The European Commission tracks the digital progress of EU member states through annual DESI reports. Starting in 2023, DESI is incorporated into the State of the Digital Decade report, aligning with the Digital Decade Policy Programme 2030 to monitor advancements towards set digital targets.
The DESI 2022 report, primarily reflecting data from 2021, highlights progress across EU member states amidst ongoing digitalization efforts prompted by the COVID-19 pandemic. However, challenges remain in areas such as closing digital skill gaps, enhancing the digital transformation of SMEs, and expanding advanced 5G networks.
To facilitate digital transformation, the EU allocated significant resources, totaling EUR 127 billion for digital reforms and investments through national Recovery and Resilience Plans. This funding presents a unique opportunity to boost digitalization, enhance resilience, and decrease reliance on external entities. Notably, member states allocated, on average, 26% of their Recovery and Resilience Facility (RRF) funding to digital transformation, exceeding the mandated 20%. Countries like Austria, Germany, Luxembourg, Ireland, and Lithuania committed over 30% of their allocations to this digital sector.
The Women in Digital (WiD) Scoreboard is a crucial tool for evaluating women’s participation in digital employment and entrepreneurship. This scoreboard measures the performance of member states in various domains, including internet use and skills, through a set of 12 specific indicators.
